Two policemen are speaking and one asks the other, while getting to the crime scene

"HAVE YOU GOT A DOG MAN?
YOU GOT A DOG MAN AROUND?

THAT'S NEGATIVE, 104.
I JUST TRIED FOR ONE."

What exactly do they mean?

it's from "to serve and protect".

It sounds like one officer asking another if there is a police dog handler present.
