The first phrase means that one is likely to learn and develop more as a person through experiencing difficulties, like a lack of money, than through being in situations that present no serious challenges, like never having to think about making a living.

The second phrase means it is precisely the people who find that things come easy for them who need work harder and learn more to reach their potential, presumably because their potential is much greater than for those who aren't naturally bright.
