This doesn't seem to be a common saying even though the one person using it on the Internet says it's an "old saying". There's also one Google hit on "Wealthy people plan for the next generation. Poor people plan for Friday night." which makes a lot more sense to me.

I suppose the first version is saying people who have a moderate amount of money are planning for their own family's next generation, but people who are truly wealthy would be planning for the whole world's next generation.
