Does this phrase go like this?
"Fool me once shame on you, fool me twice shame on me"

Yes, that's how that phrase goes. It goes better if you add a comma after "once" and a comma after "twice."

There was an adage from an Ian Flemming book - "once is happenstance, twice coincidence, three times enemy action" - not quite the same thing, but it fits in that repetitions section.
