Yes, I agree with ESC: "A person who never stays long in one place will never be encumbered by responsibilities. Conversely, the person who is on the move all the time will never accomplish much either."

I believe that is what Muddy Waters meant when he wrote and sang his song in the early or mid-1950s. It may be argued, though, that Mick Jagger and the boys, while aspiring to irresponsibility, did accomplish something in terms of popularity and money.
