I now notice that readers' reviews at Amazon.com (the American website) tend to prefer the 2nd (by Gowers) or 1st editions (by Fowler himself) to the current 3rd Ed (by Burchfield), and suggest that copies of the older editions may be easily available. I'm sure the cheapest you can find, new or old, would more than suit your purpose, however.
