In the U.S., "air quotes" were very popular in the 1990s, and I know of no regional differences (although that doesn't mean that there were none). They were frequently seen on television, which is a great cultural leveler. Nowadays they seem to arouse a lot of irritation and contempt, which suggests that they are still seen often. See
