: No Google hits for "David cooks the rules". Though without the quotes you get a lot of hits referring to the current American Idol contestant David Cook. Many people do seem to think he "rules!" as they keep voting for him. To say "something or someone rules!" is to say that they are the best or very good - it is the king and reigns over it's competitors. "This macaroni and cheese rules! It's the best I've ever had."

Surely this has the same meaning as to 'cook the books', ie to falsify some information, probably originally a financial set of accounts. To 'cook the rules' means that you've unfairly/illegally modified a set of rules valid for a particular purpose.
David seems to have done this, but without context, it's not possible to say what.
