I, too, have heard this, so I'm sure it's not just the fevered imagination of some friend or author familiar to you. But I've never seen it attributed to any individual.

You asked for the origin, and not the meaning; but I'll give you the meaning, as I see it, anyway. "Don't excuse what you have just done by saying it's happening everywhere, or saying it's not your fault, it's just happening. You did it, and you only!"
