It would seem to be derived from "at the drop of a hat" which means quickly or at a moment's notice with the added notion of "as soon as you pay". It doesn't seem to be a popular phrase as there are only 8 Google hits one of which is a mis-typing of "drop OFF a cheque". Switching to American spelling only gives 20 more hits, all of which are of the "mis-typing of off" variety.
