Well, there's a website, www.thehousemartins.com that seems like it's run by a fan. Maybe you can ask his opinion and as a fellow fan, he'll probably answer you. The full lyrics to the songs are there, too, and to me it looks like it's just a way of saying the man is indecisively "sitting on a fence", and he's just passively stroking his beard rather than acting. The Housemartins would rather see him taking a political stand.
