"High Smoking" and "At Home Day"

High Smoking

Somebody is pressed to smoke cigars (more than one) and he says:
"I'm not used to high smoking!"
Does that mean that he is not a heavy smoker?
At Home Day

I know that "at home" means "expecting and ready to receive visitors", but what is the meaning of At Home Day?
