Usually this refers to sale of licensed goods such as alcohol where an 'on' licence is required for sale for consumption on the premises and an 'off licence' for sale for consumption off/away from the premises.

[It may also be used for sales where the goods are present on the premises or where the goods are not stored on the premises (off-site).]

My experience of 'on' and 'off' sales is entirely of alcohol.
