Dim as a Toc-h Lamp

Does anybody have any information about a presentation (?) made by King George V, presumably in London, and something to do with Toc H. Two or three soldiers are standing around the seated King, - one of the soldiers was my Grandpa, but I have no idea what the occasion could be. My Mum used to say it was the opening ceremony of Toc H -the old London Branch(?)- but I can find no confirmation of this anywhere. Any help out there please?
