Not synonymous, really. One can be angry without being exasperated; one can be exasperated without being angry. Anger is an emotion of hostility towards a person, situation, or condition. One could be angry at something sudden, like dropping something fragile. Exasperation includes anger, but also includes irritation or annoyance. You could be exasperated by a puzzle you can't solve.
