Hi,

I am not quite sure about the meaning of the second example (i.e. which programming language to use for setting up new procedures in the admissions department)in the following paragraph. Could anyone give me a hand?

Very often, recommendations require a great deal more information about the ambient circumstances (e.g., local politics and funding sources) than are available to the evaluator, or they may require more knowledge of technical matters (e.g.. which programming language to use for setting up new procedures in the admissions department) than the evaluator of a college, school, or hospital can reasonably be expected to possess.
