It would be helpful to have more of the context in which this sentence was found, but we can surmise this much about the author's intent: recognition (say, putting a name to a face) is "pulled" from memory the way a fish is pulled from the lake by a hook, or the way any kind of hook is used to pull something closer, where it can be seen more clearly.
