What is the "Total Information Awareness Project" anyway?

This is what Saffire says about the TIA project
(NYTimes, Feb. 13, p. A33):
'... it would scoop up your lifetime paper trail -
bank records, medical files, credit card purchases,
academic records, etc. - and marry them to every
nosy neighbor's gossip to the F.B.I. about you.'

Saffire reports that the Pentagon is very proud
of the project -- describing it as 'a virtual,
centralized grand database.'
