New Economy

Some writers will capitalize anything they want to call attention to, never mind the style books. I suspect New Economy is getting capped because its component words are too ordinary to signal the reader that something specific is meant. You could write "Students are being counseled to prepare for a place in the new economy" and people might say "What new economy?"
