In hippie parlance, 'to turn on' meant to liberate one's mind from conventions, materialism, negative thinking, etc., especially through the use of mind-altering drugs. 'Turn on, tune in, drop out' was the slogan of the LSD-guru Dr Timothy Leary (1920- ).
