: A person in the UK used this phrase in relation to working on an issue. Is this a common phrase in the UK? Also, can someone explain the origin of this phrase? Thanks from a US person.

As a well travelled UK citizen of some 60 years standing I can say 'hand on heart' I've never ever heard this phrase: even amongst drunks on a good night out.

It is not unknown for some people to create unlikely tales and take some enjoyment in getting others to believe them - it's just a thought.
