Badgered to death

Meaning

Harried and persecuted.

Origin

The allusion is to badger-baiting. Badgering has been used as a verb to denote persecution for some time. Here's an example from 1794, as here in J. Wolcott's Rowl. for Oliver:

"Therefore I tremble for his badger'd bacon."
