This is certainly a cliche, and the spelling is "due." Part of the definition for that sense of "due" in the unabridged Webster's Dict., 1934, is "adapted to the need; adequate; sufficient." The phrase sounds slightly formal and archaic; these days people are more likely to say "All in good time." I don't know about a Biblical connection.
