It's basically a running joke about bad video game translation. About 11 years ago a video game called "Zero Wing" was released in Japan. The distributor wanted to release an English version for the US and European markets, but first the game had to be translated from Japanese to English. I'm glad you brought that up. I had planned to submit "All your base . . ." to consider adding to the Phrase Finder collection. Now I don't have to.
