Deck of Cards

This is not exactly a phrase question but of an origin.
Someone told me that in a deck of cards, the Jack's, Queens and Kings were actual reigning people at one time from ie: England, France, Spain and the 4 symbols (Heart,club,spade,diamond)represent something about them.
I feel as though there may be a portion of truth here.
