Thanks for such a full and detailed explanation.

Although you maintain the phrase is somewhat redundant, I think it makes sense in the context I heard it: to describe something said by a politician in the lead-up to the UK elections! Presumably it was made up on the spot by the speaker, as I've never heard the words used in this way before, although I'm familiar with "hyperbole" and "purple prose".
