Widely influential, self-taught British philosopher, Herbert Spencer was a popularizer of evolutionary theory as far back as 1851. Coined the term "survival of the fittest" and popularized the term "evolution."

I also saw a few mentions to Immanuel Kant for saying "Science is organized
knowledge. Wisdom is organized life."
But the hits for Spencer are about 10 to 1.
