Another situation where I have nothing solid to back this up other than hearsay but "Bound to the wheel" referred to a sailor being lashed to the wheel in storm conditions, thus allowing him to steer without being washed overboard.

Modern use would indicate someone was dedicated to their job or task. Determined to finish it at all costs.
