Chop-chop

I felt I should mention that the phrase 'chop-chop' has another meaning in Australian-English slang. Here, it can mean tobacco which is sold without taxation, usually sold cheaply, and off the books.

Unfortunately I am unsure of the origin of this use of the phrase, only its current usage. Does anyone else have any clues?
