That would be Bill Clinton, affectionately known in some circles as The Big Dog. The nickname seems to derive from a popular t-shirt saying from the 1990's, "If you can't run with the Big Dogs, stay on the porch". That saying is a registered trade mark of Big Dog Holdings, Inc.
