: It would help a lot if you could say what the phrase means! There's a dialect word "cotter" which means "an entanglement; fig. a difficulty, trouble, worry" but as you haven't explained how your phrase is used I have no way of knowing if that fits your phrase or not. (VSD)

I'm guessing that you mean the English Midlands. I'm from there and I've not heard the phrase before.
