I don't know the origin of the verse. But the idea comes from weather folklore:
"'When squirrels lay in a big store of nuts, look for a hard winter.' Squirrels just do the best they can, and some years have better nut seasons than others. Yet the old-timers still observe the activities of the squirrels as a sign of winter weather," writes Eric Sloane, "Folklore of American Weather," Duell, Sloan and Pearce, New York, first edition, 1963. Page 57. But I like the weather-wise squirrel theory better.
