It's in the Bible ("Thou art Peter, and on this rock I shall build my church", but that doesn't mean that it originated there. Think about it: even in our industrial age, how many things can you think of that are more solid, stable and enduring than rock? It's just one of those similes, like "white as snow", "black as coal" and "sweet as honey", that arise naturally from people's experience of their environment, and so we can't possibly know who in human history was the first person to think of it.
