Off with the head...

Please, please, please, can someone tell me what this phrase means?

"OFF WITH THE HEAD, ON WITH THE CABBAGE". This was said to my son from another child who got it from their mum. I am really concerned as to what it means. It sounds threatening. Appreciate your help. thank you.
