The phrase is used as a song refrain in a piece recorded by Wang Chung, a British band that used that name in the early 1980s. Apparently Jack Hues wrote the lyrics. What the connection is with Cajun music and culture I don't know, but Clifton Chenier, a Cajun musician, recorded a song, "Ti na na." To judge from the lyrics that you have quoted, it must mean a little more than just a song refrain.
