The proper sequence for preparing an M1 Garand rifle for use is to LOCK then LOAD:

1. Pull the operating rod handle to the rear until the bolt is securely locked open, LOCK

2. Load the clip (which holds 8 rounds), LOAD

It is absolutely correct that to prepare for battle you would "lock and load" your M1. You would have the safety "ON" during this entire procedure. Subsequently its meaning is to prepare for action.
