If it is indeed the health-care issue that's causing Washington to get all wee-weed up, that sounds to me like excited girls peeing their pants. But if it has to do with the August-September period when Congress is in recess, perhaps Washingtonians do get childish and start wetting the bed. I don't think it matters much, but it's an interesting verb. I've never heard it used much except by dog trainers trying to use restrained language for the benefit of clients and television.
