Another interpretation: to say that someone "has been sucking lemons" (or "looks like he's been sucking lemons") means he's giving sour looks, bad attitude, spreading discontent, etc. (And to say it directly to the sour-looker --- "You look like you're sucking lemons" --- is both awfully nervy and unlikely to improve matters.) If this is the lineage of the o.p.'s phrase, "when life hands you lemons you suck them" might mean "you never pass up an opportunity for unhappiness". - Bac.
