I have been under the impression that it refers to flipping (or 'tossing') a coin --- simple binary selection wager, call heads or tails and wait the outcome. But a sore loser might 'argue the toss', that is, claim that the coin was flipped improperly, for instance that it hit something on the way down, or landed on an uneven surface, or bounced out of bounds --- any little infraction requiring a do-over in hopes of a better result.
