All the Google hits I can find for this refer to the headline of a recent article by Shashi Kapoor in the "Times of India" about Sino-Indian relations. In the article he refers to a recent book on the subject titled "The Elephant and the Dragon" by Robyn Meredith. The dragon is of course a very old symbol of China, and clearly the "elephant" in this context is a symbol for India. So Kapoor's headline (which looks as though it was freshly coined for his article) means "Can India and China have an economic partnership?" (VSD)
