: It means that continued even pressure, possibly moderate, rather than forceful jerking, is more likely to do the job and less likely to hurt the doers. Even in contexts without forceful exertion, it means steadiness is helpful, in some cases by lessening the likelihood of something being harder to aim correctly.

This is also a catchphrase used by members of Alcoholics Anonymous (AA). Next to "one day at a time" it's probably the most popular.
