Mote in God's eye

It is indeed the title of a book by 1974 book by Larry Niven and David Pournelle

The mote is a star that appears to be in front of a larger star (the eye) in a nebula that looks like a face.

It's a reference to the King James Version of the Bible - either Matthew 7:3-5 or Luke 6:41.
