It appears to be something used in a triva game. I'm assuming that a 25-point tossup question would be one worth a lot of points, and would therefore suggest that you have raised an important question (and, implied in this is that the question may be difficult to answer). If no one else can help you, check out this page http://www.case.edu/orgs/trivia/nsc98/rules.html which lists rules and may include a definition of the different types of questions which seem to go from 1-point to 25 points.
