It usually means that something something describing you doesn't show you off to best effect. It's probably most often used of a photograph. When someone is clearly better looking than they appear on a photo we say the photo "doesn't do them justice".
There is a related saying "didn't do yourself justice" which means you didn't do your best when it counted. This can happen in a competition or examination. Say, for example, you can run 100 metres in 10 seconds but you have a bad day in ther track finals and run 11 seconds we could say you didn't do yourself justice.
