It means two people are very close, practically inseparable (or sometimes indistinguishable).

Frick and Frack was an ice-skating act popular back in the 40's and 50's consisting of the Swiss skaters Werner Groebli (Frick) and Hans Mauch (Frack). They appeared in several movies, on TV(e.g. Ed Sullivan) and toured with the Ice Follies.
