He means that she has well-turned ankles--no bumps or deformities, curved to smooth perfection as though turned on a lathe. Look in the Search Box (top of previous page) under "well turned calf" or "well turned ankle." Many generally cylindrical body parts, arms, legs, neck, have been described as well turned. Warning! Do not try this at home! (The turning of an ankle, that is.)
