"I am going to go to town 'come hell or high water'" is similar to saying "I'm going to go to town 'good Lord willing and the creek don't rise.'"

Both statements mean "No matter what the circumstances I intend to go."

Hell means hell. "High water" or "the creek don't rise" refers to flooding. In the past many people had to ford a stream or creek to get to town. So if there was "high water" they were stuck.
