No, it means plans failed.Think of a paper bag with a wet spot: load things in, and they fall through. Or think of a bridge... you plan to cross (in your very heavy vehicle), get halfway across, and the bridge gives way. People use the phrase when plans are thought out thoroughly (but over-optimistically) and feel disappointed when the bottom falls out.
