An "odd bird" is someone who does not conform to, or refuses to be bound by, accepted beliefs, customs, or practices.

If the person to whom you are referring prides him or herself on being that way--maybe wears silly hats, votes for Nader, doesn't text message etc.--then you have given a compliment.

I do not know the origin.
