: It's impossible to say without the context where the phrase occurs. It might mean someone's wardrobe; it might mean money set aside for buying clothes. There are other possibilities.

I googled the phrase and found two threads: it's apparently teen girl slang for a glitzy purse, and (not quite related) a collection of clothes garnered from thrift shops, etc., to wear or trade with others, kind of like a scavenger hunt. I think. My knowledge of teens is fading.
